In a small saucepan, combine the cranberries, sugar, and water. Cook over medium heat until the cranberries burst and the mixture thickens, about 10 minutes. Let cool completely.

In a large bowl, whip the heavy cream until stiff peaks form.

In another bowl, combine the sweetened condensed milk, cooled cranberry mixture, orange zest and orange extract.

Gently fold the whipped cream into the sweetened condensed milk mixture until well combined.

Pour the mixture into a loaf pan and freeze for at least 6 hours or overnight.

Serve directly from the freezer.
